Federal System City is not just a website, but a comprehensive solution for automating the work of settlement centers, management organizations and resource supply companies. The project has existed since 1999 and specializes in the collection, processing of payments and billing in the housing and communal services sector. The main goal of the service is to create an adaptive payment infrastructure that works regardless of the size of the business.

The system covers 83 regions of Russia. During this time, it connected about 30 thousand service providers and organized the work of more than 70 thousand payment acceptance points. About 25 million transactions pass through the platform every month. This is a serious amount of data that requires a reliable technical base.

Main directions

The system’s activities are built around several key blocks that provide a full cycle of payment processing:

• Integration expertise. Information exchange is provided both online and offline. It is critically important that the system can send data to state registers - GIS Housing and Communal Services and GIS GMP.
• Multichannel reception. Payments are accepted through mobile applications, websites, online banking, self-service devices, ATMs and cash registers.
• Accrual center. Specialized module for generating invoices and managing debts.
• Fiscalization of payments. Ensuring compliance with legal requirements for the transfer of fiscal data.
• Customer support. There is a call center and an incident registration system has been implemented to quickly resolve problems.

It is important to note that the payment services themselves in the Kvartplata+ mobile application and in your personal account are provided by partner structures - RNKO Payment Center and Bank GPB (JSC), which have the necessary licenses from the Bank of Russia.
